India on Friday, October 6, 2023, announced the upgrade of its technical mission in Kabul to a full-fledged embassy, signifying a pivotal restoration of diplomatic relations with Afghanistan. This announcement by External Affairs Minister S. Jaishankar came during his meeting with Afghan Foreign Minister Amir Khan Muttaqi in New Delhi.
India withdrew all officials from its Kabul embassy following the Taliban takeover in August 2021. Subsequently, a “technical team” was re-deployed in June 2022 to resume limited operations. The recent upgrade aims to enhance India’s engagement with Afghanistan, with a focused effort on humanitarian aid, infrastructure development, and regional security cooperation.
Jaishankar underscored the significance of the Afghan foreign minister’s visit, stating, “Your visit marks an important step in advancing our ties and affirming the enduring friendship between India and Afghanistan.” He elaborated on India’s vested interest in Afghanistan’s progress, highlighting the enduring friendship that exists between the two nations.
The minister acknowledged the Taliban administration’s efforts, saying he appreciated their “sensitivity towards India’s security concerns,” especially in light of recent events such as the Pahalgam terror attack. This reflects India’s cautious but strategic engagement with the current Afghan government, aiming to bolster regional stability and counter growing security challenges.
Jaishankar reiterated the importance of collaboration, stating, “We must coordinate efforts to combat terrorism in all its forms and manifestations.” He firmly positioned India and Afghanistan as allies in tackling the shared threat of cross-border terrorism, emphasizing a united front against such challenges.
During his address, Amir Khan Muttaqi expressed gratitude for India’s long-standing support, describing it as a vital regional ally.
