
On October 29, the Jammu and Kashmir Legislative Assembly will discuss seven significant Private Members’ Resolutions out of 55 submitted by legislators. This deliberation occurs during the ongoing autumn session, which commenced on October 23.
Official sources confirm that BJP’s MLAs submitted the majority of the resolutions, with three selected, while the National Conference (NC) contributed two. The Congress and an Independent legislator contributed one resolution each.
Among the resolutions under consideration, two focus on offering relief and rehabilitation to families severely affected by recent flash floods and landslides in Jammu and Kashmir. Another resolution seeks to regularize daily wagers employed across various governmental departments.
BJP MLA Pawan Kumar Gupta from Udhampur West has proposed a resolution requesting immediate government action for the flood victims. He emphasizes the need to seek assistance from the Union Government under the National Disaster Relief Fund (NDRF). “This House urges the Government to ensure adequate compensation and restoration of livelihoods for the affected families,” Gupta states.
Ranking third in the list of resolutions, Gupta’s call for prompt action highlights the urgent need for disaster relief and community support in the wake of devastating natural calamities.
Another resolution from BJP’s Balwant Singh Mankotia of Chenani suggests allotting 10 marlas of land to families who lost their homes during the August 2025 floods. “This House resolves that 10 marlas of land be allotted for constructing residential houses and cattle sheds for affected families,” the resolution notes. This resolution lies seventh in the agenda.
Ajaz Jan, NC MLA from Poonch, focuses on the need to regularize daily wagers serving in various governmental departments. Placed sixth on the docket, his resolution proposes establishing an eligibility framework based on service duration and performance.
NC legislator Dr. Syed Bashir Ahmed Shah (Veeri), speaking to the assembly’s priorities, has also suggested a plan to create employment opportunities for local youth, particularly through the encouragement of agro-based industries, which offer sustainable jobs.
At the top of the list, Serial No. 1, Congress MLA Nizam-ud-Din Bhat has called for the establishment of the National Law University at Srinagar. “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without any further delays, as funds for the first phase are already allocated,” asserted Bhat.
BJP MLA Rajeev Kumar Bhagat from Bishnah has moved for revitalizing the irrigation infrastructure of the region, urging the Government to restore canal networks and ensure reliable irrigation water for farmlands, aimed at boosting farmers’ productivity. His resolution stands fourth in the queue.
Independent MLA from Thannamandi, representing Rajouri district, has submitted a resolution focused on implementing the Jammu and Kashmir Panchayati Raj Rules. This resolution, listed fifth, resolves to adhere to Rule 49 of the J&K Panchayati Raj Rules, emphasizing that contracts valued up to ₹3 lakh be executed through Halqa Panchayats, thereby enhancing local governance.
The assembly convened on October 23, initially dedicating its first day to obituary references. Following a recess from October 24 to 26, the assembly will take up Private Members’ Resolutions on Wednesday, with the entire session concluding on Friday.
Interestingly, none of the three MLAs from the People’s Democratic Party (PDP) have had their resolutions selected for discussion during this session.
