Central Observers deployed by ECI for Bihar and Jammu Kashmir elections

The Election Commission of India (ECI) on Sunday confirmed the deployment of Central Observers—General, Police, and Expenditure—for the approaching Bihar Assembly elections and bye-elections in eight assembly segments across the nation, specifically targeting Budgam and Nagrota constituencies in Jammu and Kashmir.

This strategic deployment stems from the Commission’s authority as outlined in Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951. Its primary aim is to ensure a seamless and transparent electoral process in each constituency.

The announcement put an end to ongoing speculations regarding the timeline of the long-awaited bye-elections in Jammu and Kashmir’s 90-member Legislative Assembly.

  • The Nagrota seat became vacant following the unexpected passing of senior BJP legislator Devender Singh Rana on October 31, 2024. His daughter, Devyani Rana, is being speculated as a potential BJP candidate, although an official declaration remains pending.
  • The Budgam seat was vacated by Chief Minister Omar Abdullah on October 21, 2024. After contending in both Budgam and his family’s traditional stronghold, Ganderbal, Abdullah opted to retain Ganderbal. The National Conference appears poised to gain in Budgam, yet the party has not yet finalized its candidate.

In total, the ECI has mobilized 470 officers(), comprising 320 from the IAS, 60 from the IPS, and 90 from IRS/IRAS/ICAS services, to act as observers across Bihar and the other eight states and Union Territories slated for bye-elections.

These observers function as the eyes and ears of the Commission, tasked with maintaining the integrity and transparency of the electoral process. Their specific responsibilities entail:

  • Monitoring the conduct of polls under the ECI’s oversight.
  • Ensuring law and order, overseeing campaign conduct, and managing electoral processes.
  • Tracking candidates’ election expenditures to prevent malpractice.
  • Encouraging voter awareness and participation.

“The observers are entrusted with the crucial responsibility of upholding the impartiality and credibility of elections – the bedrock of democratic polity,” stated the ECI.

The broader electoral landscape indicates that the Commission is likely to finalize and announce the Bihar Assembly election schedule by mid-October. At the same time, it has set October 24, 2025, as the date for biennial elections concerning four vacant Rajya Sabha seats from Jammu and Kashmir.
