The Supreme Court issued notices to the Central Government and the Jharkhand government on Monday, regarding a plea for an independent CBI investigation into alleged irregularities in the Jharkhand Combined Civil Services Preliminary Examination. Activist Harisharan Devgan filed the petition, which has captured public attention due to concerns regarding the integrity of the examination process.
A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana called for a response from the Union of India, the Jharkhand government, and the Jharkhand Public Service Commission among others. This case highlights the growing scrutiny of public examination processes in India, underscoring the need for transparency.
Senior advocate Manan Kumar Mishra represented Devgan and argued for a CBI inquiry or an investigation by a former judge of the Supreme Court. The petition focuses on serious allegations against the conduct of the Jharkhand Combined Civil Services Preliminary Competitive Examination scheduled for 2025, raising questions about its fairness and credibility.
According to the petition, the examination conducted by the Jharkhand Public Service Commission (JPSC) pursuant to Advertisement No. 01/2026, released on April 19, 2026, suffers from significant procedural flaws. The Supreme Court noted that the concerns raised represent a public interest issue and warrant immediate attention.
Devgan’s written plea emphasizes that the examination’s integrity, fairness, and transparency are under scrutiny. Such allegations can undermine public confidence in state examinations, leading to calls for systemic reforms.
The JPSC is responsible for recruiting candidates for various state civil service positions, and any allegations of malpractices can have far-reaching implications. A credible inquiry could restore faith in the examination process and ensure that deserving candidates receive opportunities based on merit.
This case comes amidst ongoing debates about corruption in public examinations, reflecting a broader demand for accountability within state institutions. As the legal proceedings unfold, many await the response from the Centre and state authorities.
Experts suggest that a thorough investigation by the CBI could serve as a precedent for future examination integrity disputes, reinforcing the importance of vigilance in recruitment processes across India.
As the situation develops, both the government and the JPSC must address these allegations transparently to uphold the credibility of the examination system in Jharkhand.
